Yes, if a customer fails the 3D Secure authentication process (e.g., by entering an incorrect OTP or not completing the verification), the transaction will not be processed, and you can view the failed attempt in Payment Link page by selecting the particular payment link record. This allows you to monitor unsuccessful transactions and potentially follow up with the customer to assist them in completing the payment correctly.
